The story is rarely on the first page of the minutes.
The minutes from a municipal executive board can hold twenty items, and the most important one is often far down. Council Watch splits every set of minutes and every notice of meeting into its paragraphs and treats them as separate stories.
That way a decision about an industrial property gets its own assessment, instead of drowning among monthly reports and delegated decisions.
